Do you need planning permission for solar panels?
For the majority of UK homeowners, solar panels fall under permitted development and don't need planning permission. The exceptions are worth knowing before you commit, particularly for listed buildings, flats and protected areas.
Key things to consider
Permitted development
On most houses, roof-mounted solar is permitted development provided panels don't protrude more than 200mm from the roof surface and aren't installed above the highest part of the roof.
Listed buildings
Listed Building Consent is required regardless of how panels would be installed. Approval is possible but case-by-case, often easier on outbuildings or less visible roof slopes.
Conservation areas
Permitted development still usually applies, but front-facing roof installations may need a planning application. Always check with your council before installing.
Flats and maisonettes
Flats are not covered by permitted development. Planning permission is generally required, plus freeholder consent.
Pros
- Most detached, semi and terraced houses qualify automatically
- Ground-mounted systems also have permitted development allowances
- Approval is often quick when an application is needed
- MCS installers usually handle the paperwork
Cons
- Listed buildings face stricter rules and may be refused
- Conservation areas can require an application for front-facing roofs
- Flats need freeholder and planning approval
- Article 4 directions can remove permitted development rights
What it actually costs
If you do need to apply
A standard householder planning application currently costs £258, with an 8-week decision target. Listed Building Consent is free but takes longer.
FAQs
Will my installer check for me?
Yes — a reputable installer will confirm planning status as part of the site survey before quoting.
What's an Article 4 direction?
A council notice removing certain permitted development rights in a defined area. If you're under one, you'll need planning permission.
What about Building Regulations?
Solar installs must comply with Building Regulations regardless of planning. MCS installers handle the notification through Competent Person schemes.
